Period: October 2013 to October 2015
This project will aim to propose the transfer of innovative tools and good practices in the fight against early school leaving and in training, in order to help reduce the number of young “dropouts” in the partner countries. The Europe 2020 strategy seeks to reduce the rate of early school leaving to below 10%.
The partner countries, which make up the Consortium, all have an early school leaving rate higher than this European average. During the first Leonardo partnership (bringing together Belgium, Italy and France), the partners were able to identify existing measures to combat school dropout, but they acknowledge the need to further develop an innovative methodology, such as the tools and good practices of the SAS (School Re-engagement Services), as a possible response to the issue of early school leaving.
Objectives
- Creation of a reference framework/data collection on the causes and factors of early school leaving, existing support schemes in the partner countries, and the characteristics of at-risk groups. This mapping will make it possible to identify countries’ needs in terms of responses and solutions to the phenomenon of early school leaving, as well as to take preventive action on the first “warning signs” among young people at risk of disengagement.
- Transfer of SAS tools and good practices to target groups: young people and young adults facing social, personal, behavioural and family difficulties, and experiencing severe episodes of disengagement in their educational and training pathways.
- Training of partner trainers: SAS experts will deliver a theoretical and practical learning module to European trainers on their tools and youth support practices, in order to ensure, under optimal conditions, the reintegration of young people into a school or training institution.
- Pilot testing of SAS tools with target groups in the partner countries: this experimentation will make it possible to carry out a comparative analysis of the results following the implementation of new tools within their regional contexts.
The different expected impacts
- Formulation of recommendations in terms of action strategies addressed to national policymakers, the European Parliament and the European Commission. Only integrated policies and actions can provide effective solutions to the issue of early school leaving. A multidimensional approach involving the various stakeholders is essential in order to limit as much as possible new episodes of disengagement among young people.
- Highlight the need to develop, within educational strategies and in partnership with all stakeholders working with this target group, continuous education and training pathways in order to enhance skills and learning outcomes.
