Shaping the Future of Social Europe: CEC’s Vision for ESF+ (2028–2034)

As discussions intensify around the next Multiannual Financial Framework (2028–2034), the future of the European Social Fund Plus (ESF+) is taking centre stage. More than ever, it will be a decisive tool for strengthening social inclusion, boosting employment, and reinforcing cohesion across Europe.

Drawing on extensive field experience from its members, CEC – Acting for Social Inclusion presents a forward-looking set of recommendations to shape the next generation of ESF+.

At the heart of CEC’s message is a clear call: the ESF+ must remain strong, visible, and adequately funded—standing as a cornerstone of a truly Social Europe.

Key priorities for the future ESF+

  • People-first approaches
Shift towards more flexible, long-term, and person-centred support for individuals facing complex barriers to employment.
  • Simpler access to funding
Reduce administrative burdens and make funding more accessible—especially for local civil society organisations on the front lines.
  • Stronger partnerships & governance
Promote balanced multi-level governance and deeper collaboration between stakeholders at all levels.
  • Focus on real impact
Strengthen the measurement of social outcomes to ensure meaningful and lasting change.
  • Adapting to a changing labour market
Better align ESF+ with digital and green transitions shaping the future of work.

Together, these recommendations aim to ensure that the ESF+ continues to be a powerful, accessible, and future-ready instrument—driving inclusive growth and sustainable employment across Europe.
