Le CEC, aux côtés de 45 autres réseaux européens, a co-signé la déclaration commune « Préserver ce qui fonctionne : 8 facteurs de réussite pour un futur FSE+ ».
En tant que principal outil de l’UE pour l’investissement dans les personnes, le Fonds social européen plus (FSE+) doit rester au cœur du prochain budget de l’Union européenne. La déclaration énumère huit facteurs clés de succès qui ont fait l’efficacité du FSE+ et appelle à leur maintien dans les prochaines propositions de la Commission européenne :
- Un financement garanti pour l’emploi, la formation et les initiatives sociales
- Une gouvernance à plusieurs niveaux via une gestion partagée entre l’UE et ses régions
- Un soutien ciblé à l’inclusion sociale, garantissant que les fonds atteignent les groupes les plus exclus
- Une simplification et une flexibilité pour les bénéficiaires finaux, afin de rendre les fonds de l’UE plus accessibles
- Des conditions préalables alignées sur les cadres juridiques et politiques internationaux
- Le principe de partenariat, garantissant que les fonds répondent aux besoins locaux réels
- Un soutien aux initiatives locales, et pas seulement aux projets de grande envergure
- Un accent mis sur les priorités et réformes à long terme, au-delà des investissements à court terme
